CenterPoint Reports Re-billing Required for 8,000 Premises with AMS Commercial Meters

CenterPoint Energy said this morning that it has identified an issue with a small quantity (approximately 15,000) of advanced metering system Commercial Meters that will require some billing from the January and February billing periods to be retracted and re-billed.
This issue involves meters utilizing kVA (only) values and kWh/kVA values for billing of some commercial premises.
Approximately 50% of the impacted premise billings are for a single month and the other 50% bridge two months of billing.
CenterPoint Energy will utilize the following process to resolve this issue:
• Competitive Retailers may obtain a specific list of affected premises (for which they are the Retailer of Record) involved in this issue from CenterPoint Energy’s secure FTP site. These records are expected to be posted and available by the end of the day today (Monday, March 7, 2011) • The resolution of this issue to the affected meter population that impacted kVA values only is currently underway, and is planned to be completed by the end of the day today (Monday, March 7, 2011) • Approximately 3,500 premises where only the kVA values were affected and that were billed on a ratchet will have no change in the prior billing • Approximately 5,300 premises where only the kVA values were affected and that were billed based upon those kVA values (without ratchet) will be retracted and re-billed. The kVA value will be multiplied by 0.85 to produce a reduced re-bill kVA value, and the account will re-bill with either the same calculated reduced kVA re-bill value or the ratchet value as appropriate • Approximately 2,800 premises involved billings where both kWh and kVA values were significantly understated. These specific meters will be exchanged over the next 8 – 10 days, and each account will then be individually manually re-billed for the affected period(s) o The daily re-billed kWh will then be utilized to manually create new LSE files for each account, for each day and each interval • This manual re-billing process will take approximately 30 days to complete CenterPoint Energy will distribute additional information to the market when the meter exchange process has been completed (approximately 8 – 10 days), and will follow up with a Final Market Notice when the re-billing process has been completed (approximately 30 days). CenterPoint requested that REPs not open any MarkeTrak issues on these affected premises during this approximate 30-day rebilling period, so personnel may fully direct their attention to address the required re-billing process. Copyright 2010- o Re-billing will utilize the kVA and kWh values in the last billing period prior to January 7, and the daily kWh will be calculated and distributed across each day in the re-billing period
