Oasis Energy Begins Offering Residential Service at PPL
Oasis Energy has begun offering service to residential electric customers at PPL Electric Utilities.  Oasis is offering a monthly variable rate currently priced at 8.53¢/kWh and which will be priced for the first two months, "at rate of up to 8% less than PPL's price to compare."  Following the two-month period, the rate will be variable plus a flat $4.95 monthly charge.  The variable product, according to Oasis' website, has a term of 24 months and an early cancellation fee equal to the lesser of $50 or $5 per month remaining on the contract.


Viridian Formally Launches ConEd Service
Viridian Energy yesterday formally launched residential and small commercial electric service at Consolidated Edison yesterday. Viridian is offering its standard 20% renewable variable product, and intends to add a 100% renewable option in the near future.  Viridian’s New York market entry was first reported by Matters (2/4).



Nstar Reports Lower Basic Service Rates
Nstar said yesterday that the fixed generation rate for large commercial and industrial customers in the Greater Boston area that typically use more than 25,000 kilowatt-hours of electricity a month will drop by about nine percent, from 7.586 cents per kilowatt-hour to 6.883 cents per kilowatt-hour, under its updated basic service prices for the period beginning April 1, 2011.  Nstar said that large customers in its service area south of Boston would see the fixed generation rate drop by 12 percent, from 7.743 cents to 6.763 cents.  The monthly rates for customers not on the fixed option were not immediately available.


West Penn Power Seeks to End Default Service Wind REC Product
West Penn Power (Allegheny) has withdrawn its petition to extend the offering of its voluntary wind REC product through December 31, 2013.  West Penn Power cited the lack of support from intervenors, who had cited a change in the competitive environment since the wind product was first proposed in 2007.  The current wind rider would end no later than June 30, 2011, and West Penn Power will direct customers to PA Power Switch to purchase RECs from other sources.


EFH Expects $30 Million Negative Impact from Offline Plants
Energy Future Holdings reported in an 8-K yesterday that it expects outages at several Luminant generation units due to frozen instrumentation or controls on February 2-3 will negatively impact earnings at its Texas Competitive Electric Holdings (TCEH) LLC reporting segment by $30 million ($20 million after tax) for the first quarter of 2011.  This effect is primarily a result of the unavailability of some of Luminant's generation units and TCEH's need to buy power at higher than expected market prices to meet its wholesale and retail contractual obligations during the weather event.  EFH will not know the final effect of the weather event on TCEH's results of operations for up to six months following the event as a result of the settlement procedures in ERCOT.


Empiric Marketing & Sales Withdraws Pa. Prepaid Petition
Empiric Marketing & Sales, LLC withdrew its petition at the Pennsylvania PUC in which it had requested a declaratory order finding that provisions of 52 Pa Code § 56.17 do not apply to its prepaid generation service (see 2/2).
