Conn. Draft Would Grant Electric License to Gulf Oil Limited Partnership
A draft Connecticut
DPUC decision would grant Gulf Oil Limited Partnership an electric supplier license
to serve residential, commercial and industrial customers. As only noted in Matters
(10/13), Gulf Oil Limited Partnership initially plans to conduct a pilot program,
during which time it will supply electricity to affiliate Cumberland Farms retail
locations, a company oil terminal, and one residential customer (a Gulf Oil employee),
prior to deciding whether to offer retail electric supply to other customers.
Planet Energy Receives Maryland Electric License
The Maryland PSC granted Planet Energy
(Maryland) Corp. an electric supplier license to serve residential, commercial and
industrial customers at Baltimore Gas & Electric. Planet's Maryland application
was first reported by Matters (12/7).
Md. PSC Fines SourceOne $12,000, Grants Broker License
The Maryland PSC fined SourceOne,
Inc. $12,000 for operating as an electric broker without the requisite license, and
granted SourceOne an electric broker license to serve commercial and industrial customers.
Md. PSC Defers Action on E Source Broker Applications
The Maryland PSC deferred action
on the electric and natural gas broker license applications of E Source Companies,
LLC as the Commission found that it was unclear whether E Source Companies was seeking
to transfer the existing electric license of Energy Window (which it acquired in
2008), or was seeking new licenses. Staff had also been recommending a civil penalty
of $10,025 related to E Source's gas brokering activity without the requisite license
(Energy Window was only licensed as an electric broker), but Commissioners asked
whether a higher fine would be appropriate given E Source Companies was aware of
the electric licensing requirement but did not promptly seek a gas broker license.
Commissioners also asked Staff if a more formal process needs to be developed for
the transfer of licenses. COMAR holds that a license may not be transferred without
prior approval of the Commission; however, the PSC does not have an established process
for approving such transfers, and, such as in this case, applicants seeking to transfer
a license typically use the new license application and process.
