Final Detroit Edison Choice Cap Confirms Additional Space for 2011

Detroit Edison (Case U-16088) and Consumers Energy (Case U-16087) have filed with the Michigan PSC their final electric choice cap reports, reflecting the final caps for the year 2011.

The final caps are based on total calendar year 2010 sales, and follow the preliminary caps forecast based on 11 months of sales plus an estimate for December (see 1/3).

At Detroit Edison, total 2010 weather-adjusted sales were 46,721,674 MWh, resulting in an initial 10% choice cap of 4,672,167 MWh.  That's higher than the final cap of 4,543,063 MWh based on 2009 sales and the preliminary cap of 4,660,096 MWh.

Current choice participation at Detroit Edison is 4,621,431 MWh, leaving 50,736 MWh in allotments available for new choice load.  Detroit Edison currently has 673,170 MWh of choice load waiting for an allotment in the queue, or about 13 times the amount of space available under the 2011 cap.

At Consumers, total 2010 weather-adjusted sales were 36,690,837 MWh, resulting in a final cap of 3,669,084 MWh, versus the initially projected cap of 3,673,064 MWh.  

The final 2010 cap is still higher than the final cap of 3,583,232 MWh based on 2009 sales; however, choice participation at Consumers already exceeds this higher level at 4,078,553 MWh.  Consumers Energy has 1,623,310 MWh in the choice queue.
