Delaware PSC Approves Recovery of Long-Term RFP Administrative Costs in Base Rates
The Delaware PSC issued an order in Delmarva Power's rate case, under which Delmarva will be permitted to recover from distribution customers about $4 million in administrative costs related to conducting an investigation, and ultimately RFP, of long-term supply options, which resulted in Delmarva's PPA with Bluewater Wind.


Constellation Developing Two Solar Projects for Md. Agencies
Constellation Energy will develop a 750-kilowatt on-site solar installation at Anne Arundel County's Combined Support Services Complex in Millersville, Md., and a 500 kilowatt on-site solar installation at Coppin State University in Baltimore.  Both projects are funded, in part, by grants through the Maryland Energy Administration's Project Sunburst initiative, which promotes the installation of large-scale solar photovoltaic energy systems on state buildings. Constellation Energy will finance as well as own and operate the on-site solar installations.  In return, both organizations will purchase the electricity produced by the systems at a reduced cost from Constellation Energy over a 20-year period.


DPUC Draft Would Not Require Review of NU-Nstar Merger
Consistent with an earlier finding, a draft Connecticut DPUC decision would find that the DPUC need not review the proposed merger of Northeast Utilities and Nstar, as the merger will not result in a change in the parent of Connecticut's distribution companies, or change in control (10-12-05).
 

SCE, PG&E Seek Rehearing of Renewable Auction Order due to Non-applicability to ESPs
Southern California Edison and Pacific Gas & Electric sought rehearing of the California PUC's decision instituting a renewable auction mechanism under which the large investor-owned utilities are compelled to purchase renewable supplies (R. 08-08-009), arguing that, among other things, applying the mechanism to the utilities only, and not electric service providers, is inconsistent with SB 695's requirement that utilities and ESPs be subject to the same compliance obligations.
