Pa. PUC Reports Zero Slamming Complaints Against Competitive Suppliers in 2009
The Pennsylvania PUC's Bureau of Consumer Services did not receive any residential consumer complaints alleging slamming by an electric generation supplier or natural gas supplier during 2009, the Commission said in an annual complaint report.  Total residential complaints against electric generation suppliers were 8, and total residential complaints against natural gas suppliers were 50.


Pa. OCA Raises Concern on Sale of Stake in Duquesne Light Parent
The Pennsylvania Office of Consumer Advocate has filed a protest at the Pennsylvania PUC regarding the application for authority allowing Epsom Investment Pte Ltd, an indirect wholly owned subsidiary of Government of Singapore Investment Corporation (Ventures) Pte Ltd, to acquire an approximately 28.95% equity interest in DQE Holdings LLC (the indirect parent of Duquesne Light and Duquesne Power) from DUET Investment Holdings Limited, which is managed by Macquarie Capital Group Limited, as OCA raised two main concerns (A-2010-2213369, 12/6).  OCA said that the extent of the Government of Singapore's involvement in the business of its subsidiaries must be explored, as must the potential for the Government's creditors to seek recompense from DQE.  OCA also noted that Macquarie is currently managing 64% of the equity interest in DQE, but after the transaction will only manage 35%.  "This shift from majority to minority decision making capabilities could result in conflict between the investment entities or a change in the management strategy of DQE as a whole," OCA said.


FERC Releases Results from Southern Company Audit
FERC approved the results of audit of Southern Company and its affiliates from FERC's Office of Enforcement which directed Southern to implement six additional corrective actions to reduce opportunities for affiliate abuse (EL05-102).  Southern has implemented all of the actions.  Corrective actions included creating procedures for reviewing files posted to Southern Power shared drives by non-Southern Power employees for non-public information, and strengthening procedures and controls for maintaining email distribution lists and providing reports to Southern Power that may contain non-public market information.
