ICC to Consider ComEd POR Case Wednesday
The Illinois Commerce Commission will further consider Commonwealth Edison's Purchase of Receivables tariff filing  (Docket 10-0138) at its December 15 Bench Session.  EnergyChoiceMatters.com will provide live blogging of the meeting.  The filed tariff's re-suspension expires Dec. 18.


E-Now to Offer Texas Prepaid Service Using Prepayment Device
E-Now, L.P. filed a statement of its intent to provide prepaid retail electric service to residential customers in Texas using a customer prepayment device or system under Subst. R. 25.498.  E-Now is an affiliate of Spark Energy.  Terms of service for the product were filed confidentially.


Santanna Energy Services Plans to Enter Ohio Gas Market in 2011
Santanna Energy Services yesterday formally announced its certification as an Ohio natural gas supplier, as first reported in Matters on 10/11.  Santanna said that it plans to enter the Ohio market in 2011.  Santanna reported its customer count as of late summer as 63,000 gas (as a supplier) and electric (as a broker) customers in Illinois and Michigan.


World Energy Solutions Reports Growth in Wholesale Procurements
World Energy Solutions, Inc. said that its wholesale energy division now manages procurement for over 65 utilities.  Aside from managing custom portfolios for utilities, World Energy Solutions' wholesale division also conducts several state-established procurement auctions for default service, including at Delmarva Power in Delaware, and for each of the three Ohio LDCs with a Standard Service Offer and/or Standard Choice Offer.  Though most auctions for end-user supplies is handled by World Energy's retail group, World Energy did confirm that its wholesale group has run several auctions for industrial loads.


Mich. PSC Approves Withdrawal of MichCon Rate Case
The Michigan PSC accepted Michigan Consolidated Gas Company's request to withdraw its rate case filed under U-16400 (12/7).  In doing so the Commission reiterated that only the Commission can terminate a formal proceeding, and that the mere filing of a notice of withdrawal by an applicant will not necessarily lead to dismissal.


APPA Faults RTO Metrics Report
The American Public Power Association criticized the RTO metrics reported by the FERC-jurisdictional RTOs last week (12/8), stating that almost all of the market metrics presented in the report already exist in market monitor reports and other public documents.  Accordingly, APPA said that these metrics were readily available when the Government Accountability Office reached its original conclusion that there was little agreement on how RTOs affected electricity prices, and thus the reports do not answer the GAO's original direction to FERC to develop, "a comprehensive set of publicly available, standardized measures to help evaluate such [RTO] performance."
