Starion Energy Seeks Pennsylvania Electric License

Starion Energy PA Inc. applied for a Pennsylvania electric generation supplier license to serve all customer classes, including residential customers, in all service areas.  For sales, Starion said that it would use internal resources, external brokers/marketers licensed by the PUC, and non-broker affiliated marketing companies or individuals.  Although not initially expected, Starion said that it may decide to use door to door sales.  Starion further said that it would use telemarketing, electronic and internet marketing, direct marketing, and outsourced vendor marketing.


Clearview Electric Seeks Illinois Electric License
Clearview Electric Inc. has submitted another application for an Illinois alternative retail electric supplier license to serve all eligible customers, including residential customers, at Commonwealth Edison and Ameren.  Clearview is not seeking authority to provide single billing services at this time.  Clearview said it would rely on EC Infosystems for EDI services, and Customized Energy Solutions Ltd. for risk management and scheduling.  Clearview had applied for an Illinois supplier license earlier this year (6/3), but withdrew the application (7/14).


Intelligen Resources Seeks Pa. Broker License, Receives Maine License
Intelligen Resources, LP applied for a Pennsylvania electric broker/marketer license to serve all customer classes in all service areas.  Separately, the Maine PUC granted Intelligen Resources an electric aggregator/broker license to serve all customer classes in all service areas.


Clear Energy Solutions Seeks Ohio Broker License
Clear Energy Solutions LLC applied for an Ohio electric broker license to serve commercial, mercantile, and industrial customers in all service areas.  Clear Energy Solutions said that it currently has 59 commercial customers with a load of about 61 million kilowatt hours.  The customers are in the, "Delmarva, Pepco, A.C. electric, Con Ed, PSE&G and BGE utilities."


Sunset Advisory Staff Recommends Continuing PUCT, Assigning PUCT Authority Over Gas, Water Utilities
The Staff of the Texas Sunset Advisory Commission have recommended transferring the regulation of natural gas distribution utilities from the Texas Railroad Commission to the Public Utility Commission of Texas.  Additionally, Sunset Staff recommended that the PUCT assume regulation of water and wastewater utilities.  As a result, Sunset Staff recommended that the PUCT be continued for 12 years.  Sunset Staff had withheld making a recommendation on continuing the PUCT when releasing its report on the PUCT earlier this year due to the ongoing reviews of the RRC and TCEQ.  Sunset Staff found that the PUCT is the appropriate regulator of gas and water utilities due to its expertise in ratemaking, and its internal structure for addressing rate-related regulation efficiently and fairly (particularly its reliance on the State Office of Administrative Hearings in the rate case process).


PUCT Opens Project on SPP Transmission
The PUCT has opened Project 38906 for a proceeding on transmission projects and costs in the Southwest Power Pool.  Chairman Barry Smitherman had asked that such a project be opened, citing cost concerns regarding such transmission expansion (11/10).


Ambit Tops Dallas 100; Xencom, LPB Also Ranked
Ambit Energy has again topped Southern Methodist University's Dallas 100 list of the fastest growing privately held companies in Dallas.  Also making the list are energy management and procurement firms Xencom Systems, LLC (at #53) and LPB Energy Management (at #91).  Rankings are based on increased growth in sales, giving weight to percentage of growth and absolute dollar growth in the three years preceding the list.
